Simply use the hex editor available for java on your phone..

No. As far as i know Hex editor only edits texts like number of items eg. master balls, potions, rare candy etc. Cannot edit story and Pokemon sprites, maps etc.

sir grand is right you will able to edit pokem0n location and lv but n0t the story it self!
